Comparative Agendas Master Topics Codebook

The datasets of the Comparative Agendas Project are coded according to the guidelines and topic system of the public policy content analysis codebook created by Frank Baumgartner and Bryan Jones. Each entry is coded into one of 21 major topics and 220 subtopics. In the codebook the authors provide a series of general coding guidelines for classifying observations, a complete list of all major topics and subtopics, and examples of cases coded in each subtopic.
